Deeply implement the five-year action plan for the people-oriented new urbanization strategy
Urbanization is the inevitable path to modernization, an important way to solve problems in agriculture, rural areas, and farmers, a powerful support for promoting regional coordinated development, and an important lever for expanding domestic demand and promoting industrial upgrading. To deepen the implementation of the people-oriented new urbanization strategy, this action plan is formulated in accordance with the National New Urbanization Plan (2021-2035).
1、 Overall requirements
To deepen the implementation of the people-oriented new urbanization strategy, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, adhere to the development concept centered on the people, adhere to the general tone of seeking progress while maintaining stability, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, focus on promoting high-quality development, take meeting the growing needs of the people for a better life as the fundamental goal, take institutional and mechanism reform as the driving force, adapt to the situation, implement policies according to local conditions and classification, steadily improve the quality and level of urbanization, fully unleash the huge domestic demand potential hidden in new urbanization, and continuously promote the effective improvement of the economy in quality and reasonable growth in quantity, Provide strong impetus and solid support for Chinese path to modernization.
——Adhere to the principle of putting people first. Making the urbanization of agricultural migrant population the primary task of new urbanization, adhering to the principle of people's cities built by the people and people's cities for the people, fully respecting the will of people, mobilizing and unleashing the initiative and creativity of good people, promoting comprehensive human development and social fairness and justice, and enabling all residents to share the fruits of modernization development.
——Persist in following the rules. Based on the national conditions of our country, following the laws of nature and economy, especially the laws of urban development, we will coordinate new industrialization, new urbanization, and comprehensive rural revitalization, fully leverage the decisive role of the market in resource allocation, better play the role of the government, and improve the efficiency of resource allocation.
——Persist in implementing classified policies. We will coordinate the resource and environmental carrying capacity, functional positioning, urbanization development level, and population size of various regions, determine the key direction of urbanization construction according to local conditions, actively and steadily promote it, and not adopt a one size fits all approach, forming development paths with unique characteristics.
——Adhere to intensive and efficient practices. Based on the achievements of the national "three zones and three lines" delineation, effectively gather various factors, promote the unity of urban development with industrial support, employment transfer, and population agglomeration, construct a scientific and reasonable urbanization pattern, and promote urban-rural integration and regional coordinated development.
After 5 years of efforts, the channels for agricultural transfer population to settle in cities have been further opened up, the basic public service system provided by permanent residents has been further improved, and the coordinated promotion of new industrialization and urbanization in potential areas has significantly accelerated. A number of modern metropolitan areas with strong radiation and driving force have been cultivated, and the shortcomings of urban safety and resilience have been effectively filled. The urbanization rate of permanent residents has increased to nearly 70%, better supporting high-quality economic and social development.
2、 Implement a new round of urbanization action for agricultural transfer population
(1) Development direction
Focusing on migrant workers and their accompanying families, and taking into account the floating population between cities, we will further expand the channels for settling down in cities and towns, strive to narrow the gap between the urbanization rate of the registered residence population and the urbanization rate of the permanent population, implement the system of providing basic public services by the permanent residence registration, promote the social insurance, housing security, compulsory education of accompanying children and other eligible agricultural transfer population to enjoy the same rights as the registered residence population in the place of moving, gradually make the non settled permanent population enjoy equal basic urban public services, and promote the accelerated integration of agricultural transfer population into cities.
(2) Key tasks
- Further deepen the reform of the registered residence system. Open up and relax the household registration restrictions except for a few mega cities, and implement a household registration system based on the place of habitual residence. Fully implement the requirement of canceling household registration restrictions for cities with a permanent population of less than 3 million in urban areas, and comprehensively relax the household registration conditions for cities with a permanent population of 3 million to 5 million in urban areas. Improve the points based household registration policy for super large cities with a permanent population of over 5 million in urban areas, and encourage the cancellation of annual household registration quota restrictions. Each city should formulate specific household registration methods according to local conditions, promote the stable employment and living of agricultural migrant population in urban areas to settle in the city with their families, and enjoy the same rights and fulfill the same obligations as urban residents. We will improve the open and unified government service platform for registered residence management nationwide, and improve the convenience of registered residence registration and migration.
- Establish a sound system for providing basic public services in permanent residences. Grasp the objective laws of population mobility and promote relevant public services to follow people. When dynamically adjusting the basic public service supporting standards in various regions, it is necessary to increase the basic public service projects that permanent residents can enjoy, and optimize the layout of basic public service facilities according to the size of permanent residents. We will promote the connection between the functions of residence cards and identity cards, improve the basic public service delivery mechanism for non registered residence residents, which is marked by their citizen ID numbers and linked to their length of residence, and steadily ensure that basic public services are provided by permanent residents and cover all permanent residents.
- Promote stable employment of agricultural migrant workers in urban areas. Improve the employment support system for key groups such as migrant workers. Implement the Manufacturing Skills Foundation Project, with a focus on supporting leading manufacturing enterprises and vocational colleges (including technical schools) to provide training services to society. Stabilize the enrollment scale of vocational colleges for agricultural migrant population, and implement the action of integrating vocational education with industry and education to empower and enhance the demand for emerging industries such as intelligent manufacturing and labor scarce industries such as household services. Improve the mechanism for vocational skill level recognition and enhance the treatment of skilled talents. Promote full coverage of employment services for permanent residents and strengthen the protection of labor rights and interests for migrant workers.
- Ensure the right to education for migrant children in their place of residence. With public schools as the main force, we will include the children who move with us into the scope of compulsory education security in the inflow areas, increase the degree supply of public schools, and continue to increase the proportion of children who move with us in public schools. Accelerate the inclusion of migrant children in the guarantee scope of secondary vocational education and inclusive preschool education in the destination areas. Optimize the allocation of regional educational resources and establish a basic public education service supply mechanism that is coordinated with population changes. Dynamically adjust and optimize the staffing of teachers and other personnel in various regions based on changes in the size of the permanent population.
- Improve the diversified housing security system for agricultural migrant population. Encourage cities with conditions to gradually include agricultural migrant workers with stable employment and living conditions in the scope of urban housing security policies. Increase the supply of affordable small-sized rental housing for agricultural migrant population. Actively cultivate and develop the housing rental market, and support the adoption of various measures to meet the housing needs of agricultural migrant populations through market-oriented means. Gradually ensure that the rental and purchasing housing groups enjoy equal rights to public services. Promote the construction of affordable housing in cities where conditions permit.
- Expand the social security coverage of agricultural migrant population. We will improve the social security system for people with flexible employment, migrant workers, and new forms of employment, completely eliminate the restrictions on registered residence registration in places of employment, and improve the transfer and continuation policy of social security relationships. Guide the agricultural migrant population to participate in the basic pension and medical insurance for employees in accordance with regulations. Fully implement the policy of holding a residence permit to participate in the basic medical insurance for urban and rural residents, and increase the number of designated medical institutions for direct settlement of medical treatment in other places. Deepen the pilot program of occupational injury protection for new forms of employment personnel. Include eligible agricultural migrant workers in the scope of social assistance, providing a guarantee for the basic livelihood of disadvantaged groups.
(3) Policy measures
- Improve the incentive policies for urbanization of agricultural transfer population. Further promote the linkage between transfer payments, factor allocation, and urbanization of agricultural migrant populations. Improve the central government's incentive fund system for urbanization of agricultural transfer population, and provinces with net population inflows can establish and improve a provincial incentive mechanism for urbanization of agricultural transfer population based on actual conditions. Implement the policy of tilting central government construction funds towards cities with a large number of agricultural transfer population settling in, and leverage central and provincial government subsidies in areas such as urban affordable housing projects to support cities with a large number of agricultural transfer population. Establish a coordination mechanism between the allocation of new urban construction land indicators and the increase in permanent population, and reasonably arrange the land indicators for net population inflows into urban compulsory education schools, affordable housing, and other areas. City governments should strengthen the protection of the rights and interests of agricultural migrant workers and provide humanistic care.
- Improve policies for safeguarding the rights and interests of farmers who have settled in cities and rural areas. Standardize the registration and certification of rural real estate rights. Protect the legitimate land rights and interests of farmers who have settled in cities, safeguard their land contracting rights, homestead use rights, and collective income distribution rights in accordance with the law, and shall not use the withdrawal of these rights and interests as a condition for farmers to settle in cities. Explore the establishment of voluntary and compensated withdrawal methods.
3、 Implementing the Action to Improve Urbanization Level in Potential Areas
(1) Development direction
Focusing on concentrated areas with high urbanization potential such as central and southern Hebei, northern Anhui, southwestern Shandong, southeastern Henan, southwestern Hunan, western Guangdong, and eastern Sichuan, and taking into account other counties (cities, districts) with low urbanization rates and large population scales, we will accelerate breakthroughs in coordinating the promotion of new industrialization and urbanization, and build a benign interactive pattern of industrial gradient layout, nearby employment of population, and coordinated development of large, medium, and small cities.
- Promote the upgrading and expansion of industrial parks. Promote the integration and upgrading of homogeneous and inefficient industrial parks, and build a high-level specialized industrial service support platform. Establish and improve a comprehensive assessment and evaluation system for industrial parks that takes the average benefit per mu as an important consideration, and use the evaluation results as an important basis for expanding, adjusting, and upgrading the area. All newly added industrial land will be supplied as "standard land", and a land approval commitment system will be implemented, promoting flexible land supply methods such as flexible transfer and lease before transfer. Improve the standardization level of park facilities and services, strengthen the construction of infrastructure such as water, electricity, gas, and information, standard factories, and common technology platforms, establish a one-stop service mechanism for the entire investment cycle, and encourage the introduction of specialized operating entities.
- Strengthen talent support for industrial development. Intensify the construction of vocational colleges (including technical schools) and training bases in potential areas, and prioritize the layout around industrial parks. To meet the development needs of leading industries, dynamically adjust the professional settings of vocational colleges, promote the sinking of high-quality higher vocational education resources to county-level vocational schools, and cooperate to carry out integrated education. Innovate the way of school enterprise cooperation in cultivating talents, promote the participation of enterprises in formulating training plans and professional teaching, encourage vocational colleges to hire professional talents from enterprises to teach part-time, and promote the "diploma certificate+several vocational skill certificates" training mode. Create a stable, open, transparent, and predictable development environment to attract entrepreneurs to start businesses. Facilitate the cross regional flow of talents, promote national mutual recognition of vocational qualifications, vocational skill levels, etc., and provide "one-stop" services such as registered residence processing, children's enrollment, and venture capital for urgently needed talents.
- Enhance the comprehensive carrying capacity of urban areas. Promote the cultivation and development of provincial sub center cities in provinces with conditions, effectively sharing the non core functions of provincial capital cities. Promote node cities to enhance their industrial and population carrying capacity, develop productive service industries around leading industries, strengthen the planning and layout of higher education institutions and high-level tertiary hospitals, and radiate and drive population agglomeration in the city. Promote urbanization construction with county towns as important carriers, accelerate the filling of gaps in county infrastructure and public services, implement key tasks such as improving the development of ordinary high schools and enhancing the comprehensive capacity of county hospitals, strengthen the construction of large-scale central towns, promote the urbanization of agricultural transfer population, and deepen the reform of granting economic and social management rights to mega towns that are commensurate with population and economic scale. Guide counties (cities, districts) with continuously decreasing population to transform and develop, and promote moderate concentration of population and public service resources. Promote the integrated development of urban and rural areas based on the county level, extend the coverage of urban infrastructure and public services to rural areas, and promote the connection and complementarity of county and rural functions.
(3) Policy measures
- Establish a sound incentive mechanism for cross regional industrial layout. Improve the collaborative mechanism for the orderly transfer of industries in the domestic gradient, promote the strengthening of industrial docking and coordination between potential and developed regions, innovate industrial cooperation models such as enclave economy and trusteeship operation, and improve benefit sharing mechanisms such as output indicators. Improve the mechanism of equal or proportional replacement of cross provincial production capacity layout, and establish a mechanism for proportional transfer of emission rights and other indicators with projects. Facilitating cross regional mobility of enterprises and promoting inter provincial transfer of business entities. Strengthen assessment guidance and support state-owned enterprises to tilt their layout towards potential areas.
- Strengthen the efficient and intensive use of land. Establish a differentiated land supply mechanism guided by per mu efficiency, promote the aggregation of scattered industrial land into industrial parks, and increase efforts to revitalize existing and inefficient land. Support the comprehensive use of policy tools such as adding or subtracting links based on national spatial planning in potential areas, improve the level of land conservation and intensive use, and support the construction of key projects for new industrialization and urbanization. Improve differentiated natural resource management policies for different functional areas. Encourage the inclusion of construction projects in potential areas into the provincial major project list according to procedures, and explore the implementation of integrated supply for multiple land parcels involved in industrial chain related projects.
- Strengthen the guarantee of diversified investment of funds. The central government's fiscal construction funds support the construction of park facilities, vocational education, municipal facilities, and other potential areas. Special quotas are set up to support the improvement of public service capabilities such as basic education, medical and health care, and elderly care in grain producing counties. Improve the basic financial guarantee mechanism for county-level central finance, and provincial finance can coordinate relevant funds to support the development and construction of potential areas. Intensify the investment in medium and long-term loans for the manufacturing industry in potential areas. Fully leverage the role of various financial institutions to support the construction of new industrialization and urbanization projects in potential areas. Research the comprehensive application of fiscal, land, financial, industrial and other policies to support potential areas in improving their level of urbanization development.
4、 Implementing the Action Plan for Cultivating Modern Urban Agglomerations
(1) Development direction
Accelerate the transformation of the development mode of super large and mega cities, rely on the radiation of central cities to drive the common development of surrounding cities and counties, cultivate a group of modern metropolitan areas with high degree of urbanization, promote convenient and efficient commuting, supporting industrial hierarchy, and convenient sharing of life, and guide the coordinated development and intensive and compact layout of large, medium, and small cities and towns.
(2) Key tasks
- Improve intercity commuting efficiency. Steadily promote the construction of urban rail transit networks. Make full use of mainline railways to provide intercity train services, prioritize the use of existing line network resources to operate urban (suburban) trains, construct urban (suburban) railways in an orderly manner along the main commuting corridors, and promote the operation of small formations and public transportation. Explore the extension of central urban rail transit to surrounding towns and encourage the use of direct stops such as large stations. Promote the integration of trunk railways, intercity railways, suburban railways, and urban rail transit networks to achieve zero distance transfer and integrated services. Accelerate the construction of urban ring road corridors, and comprehensively smooth various unconnected highways and bottleneck sections within the urban area.
- Strengthen industrial division of labor and cooperation. Mega cities should focus on core functional positioning, orderly streamline non core functions such as general manufacturing, regional logistics bases, and specialized markets, and enhance global resource allocation, technological innovation sources, and high-end industry leadership capabilities. Surrounding small and medium-sized cities should leverage their comparative advantages, actively undertake functional transfers, and form an industrial structure dominated by advanced manufacturing. They should cooperate with mega cities in areas such as "headquarters+base", "research and development+production", and "production+service" to build an industrial pattern with a hierarchical distribution from the center to the periphery and a chain like supporting system. Strengthen the deep integration and development of the innovation chain, industry chain, capital chain, and talent chain in urban areas, focus on the main direction of industrial upgrading, and jointly build a number of high-level innovation consortia, technology achievement transformation platforms, and pilot incubation bases.
- Accelerate the construction of market integration. Promote the integration of admission standards, accelerate the standardization of enterprise approval processes and information sharing within urban areas, and remove obstacles to the registration of business entity relocation and changes. Promote the integration of market supervision, with a focus on food and drug, intellectual property, and passenger and freight transportation, and strengthen the connection of regulatory standards and law enforcement cooperation. Promote the integration of factor markets, accelerate the sharing of project information, mutual recognition of business entities, and interoperability of electronic services on public resource trading platforms.
- Promote the co construction and sharing of public services. Mega cities should orderly relieve excessive concentration of higher education and high-quality medical resources, support multi-mode cooperation with surrounding cities in running schools and hospitals, and promote mutual recognition of cross city hospital examination results. Promote cross regional collaboration in housing provident fund business. Promote the interconnection and intercommunication of government data, jointly formulate a list of non discriminatory acceptance items for urban integration, and accelerate the realization of cross city "one-stop" handling of high-frequency government affairs. Establish a sound mechanism for joint prevention and control of major disasters and public events, and strengthen emergency rescue coordination and support.
(3) Policy measures
Give full play to the leading role of national development planning and the fundamental role of national territorial spatial planning, accelerate the implementation of urban agglomeration development planning, establish and improve a mechanism for promoting urbanization in urban agglomerations that is coordinated at the provincial level, led by the central city, and coordinated by surrounding cities, and promote unified planning, project layout, and policy coordination. Utilize local government special bonds and other funds to support eligible urban agglomeration construction projects, and include urban agglomeration industrial cooperation supporting projects as a whole in the provincial major project list.
5、 Implementing urban renewal and enhancing safety resilience actions
(1) Development direction
Focusing on the central urban areas with large population size and high density, as well as key areas with wide impact, we will deepen the implementation of urban renewal actions, strengthen urban infrastructure construction, especially focus on the construction of urban underground pipelines and other "neighborhood" projects, accelerate the filling of urban safety and resilience shortcomings, and build livable, resilient, and smart cities.
(2) Key tasks
- Promote the renovation of old urban residential areas. Focusing on the renovation of supporting facilities such as water, electricity, gas, postal, heating, fire protection, security, and household waste classification, as well as the maintenance of public areas within the community, we will solidly promote the renovation of old urban communities that need to be renovated before the end of 2000, and orderly implement the renovation and reinforcement projects of urban housing construction. Implement community environment and supporting facilities renovation and construction, building energy-saving renovation, etc. according to local conditions. Focusing on the needs of the "one elderly and one small" population, we will promote the construction of embedded service facilities in communities, strengthen the construction of barrier free environments and aging friendly renovations, and improve the level of community public services.
- Accelerate the construction of affordable housing, "dual-use" public infrastructure, and urban village renovation. Intensify the construction and supply of affordable housing, accelerate the resolution of housing difficulties for wage earning groups, and stabilize their housing expectations. We will adopt various methods such as demolition and construction, renovation and upgrading, and a combination of demolition and reorganization to promote the transformation of urban villages, effectively eliminate safety risks and hidden dangers, and improve living conditions and ecological environment. Promote the construction of "dual-use" public infrastructure, create a number of tourist and residential facilities with isolation functions in mountainous counties (districts) within the jurisdiction of super large cities, upgrade a number of medical emergency service points, build or expand a number of suburban warehouse bases, and enhance the city's ability to respond to sudden public events.
- Strengthen urban flood control. Accelerate the construction of an urban drainage and flood prevention engineering system that combines source emission reduction, pipeline discharge, storage and discharge, and emergency response to exceeding standards. Strengthen the construction and renovation of rainwater pipelines and pumping stations, carry out the rectification of drainage channel systems, and steadily promote the transformation of rainwater and sewage diversion and the construction of sponge cities. Complete the post disaster recovery and reconstruction work in North China, Jilin, and Heilongjiang with a focus on the Beijing Tianjin Hebei region on time and comprehensively, and systematically enhance disaster prevention, reduction, and relief capabilities.
- Implement urban lifeline safety projects. Strengthen the construction of underground comprehensive pipe galleries and upgrade old pipelines. Accelerate the aging and renovation of urban gas pipelines, promote the improvement of development plans and annual plans for urban gas and heating, conduct in-depth surveys of urban pipelines and facilities, orderly renovate aging pipelines and facilities for urban gas, water supply and drainage, heating, etc. with outdated materials, long service life, and non-compliance with standards, accelerate the elimination of safety hazards, and simultaneously strengthen the deployment and network monitoring of IoT sensing facilities. Strengthen the construction of emergency backup water sources and the interconnection of pipeline networks in cities. Strengthen the foundation of urban road traffic operation, and build a road network system with reasonable grading, complete functions, and smooth accessibility. Promote the modernization of the social security prevention and control system.
- Promote the construction of green and smart cities. Accelerate the establishment of municipal solid waste classification and treatment systems at the prefecture level and above, promote green building materials, clean heating, and distributed photovoltaic applications. Accelerate the construction of charging facilities in residential areas, promote the construction of fast charging, battery swapping, and hydrogen refueling facilities in public parking lots and qualified gas stations while ensuring safety, and carry out pilot projects for comprehensive electrification of public vehicles. Actively promote the construction of "gigabit cities", accelerate the continuous coverage of the fifth generation mobile communication (5G) network in urban areas and deep coverage in key locations, and promote the integration of Beidou applications into urban construction management. Promote the construction of new urban infrastructure based on digitization, networking, and intelligence.
(3) Policy measures
Deepen the reform of the urban construction, operation and governance system, and accelerate the transformation of urban development mode. Promote the formation of a new system of smart and efficient governance in megacities. Increase the support of the central government's construction funds for projects such as eligible affordable rental housing, renovation of old urban communities, aging and renovation of urban gas pipelines, urban drainage and flood prevention, and the construction of public infrastructure for "leveling and emergency purposes" in super large and megacities. The subsidy funds of the central government for urban affordable housing projects will actively support eligible affordable housing and urban village renovation projects. Local government special bonds support eligible affordable housing construction, "peacetime and emergency" public infrastructure construction, and urban village renovation projects. Adopt a franchise model and standardize the implementation of a new mechanism for public-private partnership. Effectively give play to the role of special loans for the transformation of urban villages. Support eligible urban renewal projects to issue real estate investment trusts in the infrastructure sector. Establish a sustainable urban renewal model, policies and regulations, and implement relevant preferential tax reduction and exemption policies. Study and improve land and planning policies for urban renewal, allowing land use compatibility and building function mixing.
6. Organization and implementation
(1) Persist in strengthening the Party's overall leadership. Under the centralized and unified leadership of the Party Central Committee, we will improve the system and mechanism for promoting new urbanization, strengthen overall planning and coordination, implement the Party's leadership in the whole process of promoting the construction of new urbanization in all fields, transform the Party's political advantages, organizational advantages, and advantages of close contact with the masses into a powerful driving force and strong guarantee for promoting the construction of new urbanization, and ensure that the Party Central Committee's deployment of promoting the people-oriented new urbanization strategy is in place.
(2) Improve mechanisms for promoting implementation. In accordance with the overall requirements of the central government's guidance, the province's overall responsibility, and the city's and county's implementation, strengthen multi-departmental coordination, coordinate the implementation of tasks, and coordinate the resolution of difficult problems. In accordance with this action plan, the relevant departments shall establish and improve fiscal, financial, land and other policies to support the new type of urbanization. Provincial-level governments should implement the main responsibility, improve the working mechanism for the promotion of new urbanization, and formulate the implementation plan of the province in light of the actual situation. All cities and counties should refine the list of policy measures and projects according to local conditions, and effectively promote the implementation of goals and tasks.
(3) Strengthen monitoring and evaluation. It is necessary to consolidate the foundation of urban population statistics, regularly and scientifically carry out the adjustment of the urban-rural division code, study and establish a monitoring method for population flow based on big data, and explore the development of annual statistics on the permanent resident population in urban areas. All departments should strengthen the supervision and monitoring of the progress of work in various regions, and regularly carry out analysis and evaluation of the effect of policy implementation. Major matters should be reported to the Party Central Committee and the State Council in a timely manner.
